Why the ‘Underground Option’ was chosen for A63 Castle Street
A National Highways document from 2012 details the decision to take the A63 underground instead of building a flyover. In 2012 National Highways, then called the Highways Agency, published its 'preferred route' for the A63 Castle Street improvements. The document set out the three main objectives for the scheme: Improve access to the Port of Hull Relieve congestion and improve safety Reduce the impact of the barrier caused by Castle Street, between the city centre to the north and the tourist and leisure facilities to the south.
