Hull City Council will begin an essential carriageway reconstruction scheme on Elm Avenue next week.  As part of the council’s ongoing commitment to improving and futureproofing Hull’s road network, the work is being delivered as part of the Highways Capital Programme.  The scheme will involve excavating and fully reconstructing the carriageway to address essential repairs and ensure the
